Yep, that doesn’t make it too clear does it. Makes you wonder who approves these.

I wonder the same thing all the time, especially when the signs are from an educational institution or the government.
Speaking of educational institutional signs, we have one at an elementary school parking lot exit that says “EXIT ONLY” with the arrow pointing into (as opposed to out of) the parking lot. It is, of course, pointing in the oppositie direction of the white painted arrow at the parking lot exit. Maybe budget cuts prevented a redo?

It makes sense if you read it from bottom to top. Read the bottom line then the next line up and so on. LOL
Oh wait. You have to read it sort of bottom to top and then inside out. lol
